Viļņā 1996. gada 28. maijā

Igaunijas Republikas, Latvijas Republikas un Lietuvas Republikas prezidenti tikās Viļņā 1996. gada 28. maijā un apsprieda vairākus savstarpēji svarīgus jautājumus, īpašu vērību vēršot trīspusējai Igaunijas, Latvijas un Lietuvas sadarbībai, eirointegrācijas un NATO paplašināšanas procesiem. Nozīmīga tematika bija arī Baltijas jūras reģionālās sadarbības padziļināšanas perspektīvas un attiecības ar kaimiņvalstīm.

Prezidenti atzīmēja Igaunijas–Latvijas–Lietuvas trīspusējo politisko un ekonomisko attiecību arvien pieaugošo nozīmi.

Prezidenti uzsvēra, ka atsevišķu valstu nacionālajām interesēm vislabāk kalpotu sadarbība, kas virzīta uz integrētas un investīciju piesaistes veicinošas infrastruktūras izveidi Baltijas reģionā. Šajā sakarā prezidenti apsveica Igaunijas, Latvijas un Lietuvas premjerministru 1996. gada 14. aprīlī Viļņā pieņemtos praktiskos lēmumus.

Prezidenti pasvītroja projekta “Via Baltica” nozīmi Eiropas transporta infrastruktūras attīstībā, kā arī kopīgas enerģētikas sistēmas izveides svarīgumu. Igaunija, Latvija un Lietuva turpinās aktīvi piedalīties šo projektu īstenošanā. Lai atvieglotu robežšķērsošanu, attiecīgās institūcijas tika aicinātas paātrināt kopīgu robežkontroles punktu izveidi un kopīgas tranzīta procedūras ieviešanu. Tajā pašā laikā Igaunija, Latvija un Lietuva harmonizēs un pastiprinās ārējo robežu kontroli. Vajadzētu padarīt efektīvāku to institūciju savstarpējo sadarbību, kuras ir atbildīgas par starptautiskās noziedzības un nelegālās imigrācijas novēršanu.

Prezidenti apsveica Igaunijas, Latvijas un Lietuvas sarunu noslēgumu par Brīvās tirdzniecības līgumu ar lauksaimniecības precēm. Šis līgums kļūs par svarīgu priekšnoteikumu Baltijas valstu integrācijai ES iekšējā tirgū.

Prezidenti uzsvēra Baltijas valstu sadarbības svarīgumu ceļā uz Eiropas un transatlantiskajām struktūrām. Prezidenti vienojās, ka Igaunija, Latvija un Lietuva atbalstīs viena otru ES integrācijas procesā un regulāri konsultēsies savstarpēji interesējošos jautājumos.

Prezidenti kā rosinošus atzina Eiropas Savienības Madrides galotņu tikšanās secinājumus, viņi apsveica ES Starpvaldību konferences sākšanos, pozitīvi novērtēja to lietišķo gaisotni, kura jūtama ES Padomes prezidentūras Turīnas secinājumos. Prezidenti bija vienisprātis, ka Starpvaldību konferences sekmīgs noslēgums kļūs par svarīgu faktoru Eiropas Savienības paplašināšanai. Prezidenti pasvītroja, ka ir svarīgi uzsākt sarunas par iestāšanos ar visām kandidātvalstīm vienlaikus un ne vēlāk kā sešus mēnešus pēc Starpvaldību konferences noslēguma.

Prezidenti, raugoties uz tuvojošos Eiropas Savienības Padomes tikšanos Florencē, sagaida, ka tikšanās būs lietišķa un konstruktīva.

Prezidenti apsveica 1996. gada 3. — 4. maija prezidentūras deklarāciju Baltijas jūras valstu galotņu sanāksmē Visbijā, kurā tika uzsvērts atbalsts Igaunijai, Latvijai un Lietuvai to sagatavošanās procesā dalībai Eiropas Savienībā. Viņi apsveica Baltijas jūras reģiona iniciatīvas dokumentu, kuru Visbijas sanāksmei iesniedza Eiropas Komisijas prezidents kā ES pastiprinātās intereses izpausmi par šo reģionu.

Prezidenti atzīmēja, ka Eiropas drošības arhitektūra, kas pašreiz veidojas, jābalsta koncepcijā par nedalāmu drošību. Drošību, stabilitāti, demokrātiju un labklājību Eiropā nodrošina Eiropas integrācija un transatlantiskā solidaritāte.

Prezidenti apstiprināja savu ieinteresētību turpināt divpusējo dialogu ar NATO par alianses paplašināšanas jautājumiem. Prezidenti pasvītroja, ka, lai nodrošinātu stabilitāti un demokrātiju visā Eiropā, tuvināšanas procesam NATO vajadzētu sākties vienlaikus ar visām valstīm, kam ir ES dalībvalsts statusa iegūšanas perspektīvas un kuras ir izrādījušas interesi pievienoties NATO.

Prezidenti pasvītroja ASV iesaistītības un ieguldījuma nozīmi Eiropas stabilitātē. Prezidenti izteica pārliecību, ka ASV turpinās atbalstīt Igauniju, Latviju un Lietuvu to ceļā uz pilnu integrāciju transatlantiskajā aliansē ar mērķi veicināt stabilitāti un drošību reģionā.

Prezidenti apsprieda Baltijas valstu ieguldījumu 1995. gada decembrī Parīzē parakstītā Deitonas miera līguma īstenošanā Bosnijā – Hercegovinā. Prezidenti atzīmēja Igaunijas, Latvijas un Lietuvas līdzdalību IFOR miera nodrošināšanas spēkos un ieguldījumu vēlēšanu organizēšanā Bosnijā – Hercegovinā un tās atjaunošanā kā gatavības apliecinājumu un spēju uzņemties atbildību par mieru un stabilitāti Eiropā.

Prezidenti atkārtoti pasvītroja Baltijas un Ziemeļvalstu sadarbības nozīmi kā daļu no Eiropas integrācijas procesa, kura mērķis ir veicināt stabilitāti, drošību, demokrātiju un attīstību reģionā.

Prezidenti atzina, ka pastāvīgi pieaugoša sadarbība ar citām Centrāleiropas valstīm ir pozitīvs ieguldījums Eiropas politiskās un ekonomiskās integrācijas attīstībā.

Prezidenti izteica savu viedokli par situāciju Krievijā saistībā ar gaidāmajām prezidenta vēlēšanām. Prezidenti izteica cerību, ka vēlēšanu process un rezultāti ļaus turpināt demokrātiskās reformas Krievijā un saglabāt Krievijas uzticību vispāratzītajiem starptautisko tiesību principiem un normām.

Prezidenti apsveica demokrātisko un ekonomisko reformu attīstību Ukrainā kā svarīgu stabilitātes un drošības faktoru Eiropā un izteica savu atbalstu Ukrainas un Eiropas organizāciju, kā arī Ukrainas un transatlantisko organizāciju intensificētajām attiecībām.

Vilnius, May 28, 1996

The Presidents of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania met in Vilnius on May 28, 1996 and discussed a number of mutually important issues, paying special attention to the trilateral cooperation among Estonia, Latvia and Lithuania, processes of eurointegration and NATO enlargement. Significance was given also to the perspectives for the deepening of the Baltic Sea regional co–operation and to the relations with neighbouring countries.

The Presidents noted an ever increasing significance of trilateral Estonian – Latvian – Lithuanian political and economic relations.

The Presidents stressed that co–operation aiming at creation of the integrated infrastructure in the Baltic region, attractive for facilitation of investments would best service the national interests of the individual countries. In this connection the Presidents welcomed practical decisions reached by the Prime Ministers of Estonia, Latvia and Lithuania at their meeting in Vilnius on April 14, 1996.

The Presidents underlined the significance of the “Via Baltica” project for development of an European transportation infrastructure as well as creation of joint energy systems. Estonia, Latvia and Lithuania will continue to be actively involved in implementation of these projects. In order to increase border permeability the appropriate authorities were instructed to speed up the establishment of joint border checkpoints and the creation of a common transit procedure. At the same time Estonia, Latvia and Lithuania will harmonise and strengthen control of the external border. Interoperability of authorities responsible for preventing organised trans–boundary crime and illegal migration should be made more efficient.

The Presidents welcomed the conclusion of negotiations among Estonia, Latvia and Lithuania on the Free Trade Agreement in agricultural products, which will create an important precondition integration of the Baltic States into the EU internal market.

The Presidents underlined the importance of the Baltic States’ co–operation in their way to the European and trans–Atlantic structures. The Presidents agreed that Estonia, Latvia and Lithuania would support each other in the process on integration into the EU and would perform regular consultations on matters of common interest.

The Presidents were encouraged with Conclusions of European Council Meeting in Madrid, welcomed the beginning of the EU Intergovernmental Conference and underlined the working spirit expressed in the Turin European Council Presidency Conclusions. The Presidents were unanimous in opinion that the successful conclusion of the IGC would become an important factor for the enlargement of the European Union. The Presidents emphasised the importance of simultaneous commencement of the accession negotiations with all applicant countries not later than six months after the conclusion of the IGC.

The Presidents looked forward to the forthcoming European Council meeting in Florence and expressed the anticipation that the meeting will turn concrete and constructive.

The Presidents welcomed the Presidency Declaration of the Baltic Sea States Summit in Visby on 3—4 May, 1996 in which support for Estonia, Latvia and Lithuania in their preparation for membership of the European Union was underlined. They greeted the Baltic Sea Region Initiative presented by the President of the European Commission to the Visby Summit as an expression of EU’s enhanced interest into the region.

The Presidents noted that the evolving European security architecture should be based upon the concept of indivisible security. Security, stability, democracy and well–being in Europe is ensured through European integration and trans–Atlantic solidarity.

The Presidents conformed their interest in pursuing bilateral dialogue with NATO on issues related to the enlargement of the Alliance. The Presidents underlined that in order secure stability and democracy in all Europe, the accession process should start simultaneously with all countries that have perspective of EU membership and have shown an interest in joining NATO.

The Presidents emphasised the significance of involvement and contribution of the United States in stability of Europe. The Presidents expressed their belief that the US would continue supporting Estonia, Latvia and Lithuania along their way of full integration into the trans–Atlantic Alliance, with the goal of promoting stability and security in the region.

The Presidents discussed contributions of the Baltic States to the implementation of Dayton peace agreement in Bosnia – Herzegovina, signed in December 1995 in Paris. The Presidents noted Estonian, Latvian and Lithuanian participation in the IFOR peace implementation forces and contributions to organisation of elections and reconstruction of Bosnia – Herzegovina as a demonstration of readiness and capability to share responsibilities for peace and stability in Europe.

The Presidents once more stressed the importance of co–operation between the Baltic and Nordic States as a part of the European integration process in order to promote stability, security, democracy and development of the region.

The Presidents recognised that an ever increasing co–operation with the other Central European countries positively contributes for political and economic developments on the way to the integrating Europe.

The Presidents exchanged their opinions on situation in Russia with a view of forthcoming presidential elections. The Presidents expressed their hope that the process and outcome of the elections would allow to continue democratic reforms in Russia and would preserve its commitments to universally accepted principles and norms of international law.

The Presidents welcomed the development of democratic and economic reforms in Ukraine as an important factor for stability and security in Europe and expressed their support to the intensified relations between Ukraine and European as well as trans–Atlantic organisations.
